The Federal Deposit Insurance Corporation, Federal Reserve Board and Office of the Comptroller of the Currency published the 2025 list of distressed or underserved nonmetropolitan middle-income geographies where certain bank activities can qualify for Community Reinvestment Act (CRA) consideration. The designations identify areas in which revitalization or stabilization activities may be treated as community development for CRA purposes. The list reflects local economic conditions, including unemployment, poverty and population changes. Activities in the listed geographies are eligible for CRA consideration for 12 months after publication of the current list, and a one-year lag applies for geographies that appeared on the 2024 list but are no longer designated in 2025. The agencies also updated the methodology for designating underserved middle-income census tracts, using revised source information and consolidating the underlying urban influence codes from 12 to nine categories.
