Ukraine's National Commission on Securities and Stock Market (NSSMC) reported systemic violations of relevant legislation by FC ZHYTLO-CAPITAL LLC and said it has repeatedly suspended the firm’s license to conduct professional activities in the capital markets. The latest suspension, imposed in May 2025, followed failure to comply with an order to eliminate violations by bringing the company’s ownership structure into line with the licensing conditions. FC ZHYTLO-CAPITAL is actively appealing the Commission’s resolutions, but the regulator indicated the firm has not taken appropriate actions to remedy the breaches. During the suspension, the company is prohibited from creating new construction financing funds (CFF), increasing the number of construction objects in existing CFFs, and concluding new agreements with principals, while remaining responsible for fulfilling obligations to principals under existing contracts. The NSSMC framed the action within its ongoing supervision of the housing sector to protect investors’ rights and ensure compliance with the law during the war.
