The Central Bank of Mexico has launched a public consultation on draft amendments to Circular 3/2012 to expand the number of operating levels for demand deposit accounts denominated in Mexican pesos. The changes are intended to better align account tiers with current user characteristics while supporting financial inclusion and the use of digital payment methods. The proposal would apply to the operating rules for credit institutions, regulated multi-purpose financial companies with equity links to credit institutions, and the Financiera Nacional de Desarrollo Agropecuario, Rural, Forestal y Pesquero. A key change is the introduction of a new “Level 3 Bis” account for Mexican nationals residing in Mexico, allowing cumulative monthly credits of up to 15,000 UDIS, with cash credits capped at 3,000 UDIS per month. Comments will be accepted from the general public only via the Central Bank of Mexico’s online consultation portal until 18:00 (Mexico City time) on 30 April 2026.
