The Central Bank of the Philippines issued new guidelines for all banks on submitting the revised Banks’ Consolidated Complaints Report (BCCR) under its financial consumer protection reporting framework, shifting filings to an Extensible Mark-up Language (XML) format submitted via application programming interface (API) through the Prudential Reporting Innovation and Monitoring Engine (PRIME) portal. The revised BCCR package must include the generated XML file and a scanned Control Prooflist (CP) in PDF signed by authorised bank officials, with the XML Schema Definition (XSD) and CP available for download from PRIME within the BSP Relationship Management System. Reports are to be submitted quarterly within 20 banking days after the end of the reference quarter, with automatic extension if the deadline falls during a BSP work suspension. The BSP will allow use of the existing BCCR template under Memorandum No. M-2018-017 only up to the reporting period ending 31 December 2024, and it will supersede those instructions once reporting of calendar year 2025 data begins under the revised template. Live submission using the revised BCCR begins with the reporting period ending 31 March 2025. A sandbox version of the revised BCCR will be made available in PRIME within Quarter 3 of 2025 for testing, with sandbox submissions not treated as official reports. Penalties for reporting violations relating to the revised BCCR will be strictly enforced starting with the reporting period ending 31 December 2025, and the BSP indicated it will issue separate guidance for consolidated complaints reporting by non-bank BSP-supervised institutions.
