The Central Bank of Paraguay said interruptions in the Instant Payment System, or SPI, were caused by some financial system entities failing to comply with the authorization and crediting time limits set under existing rules and by using mass, repetitive messaging flows that did not conform to the regulatory framework. The central bank said it has taken measures to correct the conduct of the participants involved and added that the system is now operating normally. The notice ties the disruption to breaches of Article 3 of Resolution G.G. No. 075/2023 of July 13, 2023, which sets timing requirements for participating entities. Corrective actions will be determined for each participant involved. The central bank also reminded participants that their conduct must remain aligned with the legal and regulatory provisions governing the overall operation of SIPAP. The SPI is operating normally, and transfer flows are controlled and guaranteed.
