Payments Canada held the second session in its educational webinar series on the legal framework for the Real-Time Rail (RTR), Canada’s forthcoming real-time payment system, with a focus on access and participation options to support responses to the ongoing public consultation. The session set out the regulatory and system requirements for RTR access and participation, including the role of Payments Canada membership, noting the recent expansion of membership eligibility under the Canadian Payments Act. Membership is required to access Payments Canada systems, including the RTR, and each system carries specific financial, technical, legal and business participation requirements. Organisations can participate in the RTR as a direct settlement participant, settlement agent, indirect settlement participant or member non-participant, subject to meeting technical, operational and other RTR participation requirements. The consultation runs from May 20 to July 2, 2025. Payments Canada will continue the webinar series with weekly Thursday sessions over the next two weeks covering RTR recourse and compliance and RTR fraud management, with bilingual Q&A following each webinar.
