Ukraine's National Securities and Stock Market Commission and the International Finance Corporation have begun practical work under their cooperation agreement to develop securitization and other financial instruments in Ukraine. The first activity was an IFC expert webinar examining how international securitization models could help banks raise funding against loan portfolios and other financial assets, release resources for new lending and attract private capital to the Ukrainian economy. The work moves implementation beyond the recently adopted legal framework for securitization and covered bonds toward the secondary regulation and market mechanisms needed for the instruments to operate. Discussions covered different securitization structures, covered bonds and transactions backed by future cash flows, including investor requirements and potential use by Ukrainian companies. The next phase will focus on rules that provide operational clarity, transaction transparency and appropriate investor protection.
