The Federal Reserve Board, the Federal Deposit Insurance Corporation and the Office of the Comptroller of the Currency released the 2025 list of distressed or underserved nonmetropolitan middle-income geographies where certain bank activities are eligible for Community Reinvestment Act (CRA) credit. The list identifies nonmetropolitan middle-income areas in which revitalization or stabilization activities can receive CRA consideration under the community development definition. Designations reflect local economic conditions, including unemployment, poverty and population changes. CRA consideration for qualifying activities in listed geographies applies for 12 months after publication of the current list, and a one-year lag period applies for geographies that were included in the 2024 list but are no longer designated in 2025. For this list, the agencies also updated the methodology for designating underserved middle-income census tracts using revised source information, including consolidating the amended urban influence codes from 12 to 9 categories while using similar criteria and methods as prior delineations.
