The National Bank of Moldova has begun drafting secondary rules on the recovery and redemption plans that electronic money token issuers must prepare and maintain under Moldova’s 2026 crypto-asset market law. The initiative forms part of the broader regulatory framework for crypto-assets and crypto-asset service providers linked to Moldova’s 2025–2027 reform agenda and European Union accession program. The rules will establish the required format and content of the plans, how often they must be reviewed and updated, and the conditions for putting them into effect. The Bank is seeking views, proposals and recommendations to support the drafting process.
