The Dubai Financial Services Authority published a notice that the DFSA Board has made a package of rulemaking instruments amending the DFSA Rulebook to introduce various minor and consequential changes, with different commencement dates for the affected modules. Amendments to the Authorised Markets Institutions (AMI), Anti-Money Laundering, Counter-Terrorist Financing and Sanctions (AML), General (GEN) and Prudential – Investment, Insurance Intermediation and Banking Business (PIB) modules take effect on 11 December 2025 under Rulemaking Instruments Nos. 418 to 421. Changes to the Conduct of Business (COB) module take effect on 1 January 2026 under Rulemaking Instrument No. 422. The rulemaking instruments and detailed appendices are available in the “Amendments to Legislation” section of the DFSA website, and the revised modules will replace the current versions on the site on their respective commencement dates; earlier versions remain available in the archive.
