The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan has outlined plans to establish an Insurance Competency Development Center under the Insurance Payments Guarantee Fund. Included in the draft new Insurance Market Law and the insurance market development program through 2030, the center would create a unified system for training, professional development, qualification assessment and industry research across Kazakhstan’s insurance sector. The center would set national knowledge and skills requirements for key professional roles, conduct qualification examinations and issue industry certificates. Certification would initially be voluntary, although some qualifications could later become mandatory for particular activities as the system develops. The initiative addresses the absence of common standards for professionals including underwriters, claims specialists, insurance intermediaries and risk managers, while actuarial certification has been the main formal system available. Governance would include the agency, insurance market participants and the academic community. Locating the center within the guarantee fund would draw on its organizational capacity, practical experience and links with all 25 insurers operating in Kazakhstan.
