The China Securities Regulatory Commission said Chairman Wu Qing held a symposium in Beijing with representatives of domestic and overseas listed companies to gather views for the capital market’s 15th Five-Year plan. The discussion centered on how to raise the market’s institutional inclusiveness and adaptability, improve listed company quality and investment value, and shape the next phase of reform. In his remarks, Wu pointed to near-term priorities including advancing deeper investment and financing reform, accelerating further reform of ChiNext, continuing implementation of STAR Market reforms, improving the convenience, flexibility and attractiveness of refinancing rules, and promoting integrated high-quality development of the Beijing Stock Exchange and the National Equities Exchange and Quotations. Feedback from participants focused on aligning issuance and listing rules more closely with emerging industries, future industries and the transformation and upgrading of traditional sectors. Other priorities included raising refinancing efficiency, reinvigorating mergers and acquisitions and restructuring activity, expanding patient capital and other medium- to long-term funding into the market, strengthening dividend and share buyback arrangements and related incentive and constraint mechanisms, improving corporate governance and disclosure, and increasing policy support for the global expansion of listed companies. Wu said the regulator’s overall work line remains risk prevention, stronger supervision and high-quality development, and he urged listed companies to focus on their core business, improve governance and strengthen their capacity to deliver investor returns. The commission said it will study major issues affecting capital market reform, development and stability during the 15th Five-Year period and use that work to prepare and implement the capital market plan.

Wu Qing used the meeting to highlight priorities including further ChiNext reform, continued STAR Market reform, more flexible refinancing rules, and stronger development of the Beijing Stock Exchange and National Equities Exchange and Quotations. The regulator said it will use this work to prepare and implement the plan.
