The Vietnam State Securities Commission held a conference in Hanoi to disseminate the content of Decree 306/2025/ND-CP, which amends and supplements provisions on administrative sanctions in the securities and securities market framework and in the derivatives securities and derivatives market regime, with the stated aim of strengthening compliance and enforcement effectiveness. Decree 306/2025/ND-CP amends 24 of 59 articles, adds three articles and keeps 35 unchanged, focusing on six areas: alignment with new legislation on administrative violations, implementation of new securities law requirements, updated sanctioning for private placements, fixes to issues encountered in enforcement, stronger deterrence and prevention for certain violations, and revised sanction provisions linked to anti-money laundering, counter-terrorist financing and proliferation financing. For derivatives, provisions in Decree 158/2020/ND-CP were updated to align with the 2023 Citizen Identity Law to support the Government’s Project 06 on national digital transformation, alongside measures to cut and simplify administrative procedures in line with the Government’s 2025-2026 business environment agenda.
