The State Bank of Vietnam reported that the Government has extended the pilot programme allowing telecommunications accounts to be used to pay for low-value goods and services (Mobile-Money), enabling companies already approved by the State Bank of Vietnam to continue operating the pilot from 1 January 2025 through 31 December 2025. The extension is set out in Government Resolution 87/NQ-CP, which takes effect from 15 April 2025. The State Bank of Vietnam will continue to lead work with the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Justice and other relevant bodies to develop and submit a decree regulating Mobile-Money services under the Law on Promulgation of Legal Documents.

State Bank of Vietnam to coordinate Mobile-Money decree as Government extends pilot through 31 December 2025
The State Bank of Vietnam announced the extension of the Mobile-Money pilot programme, allowing telecommunications accounts to pay for low-value goods and services through 2025. This extension is detailed in Government Resolution 87/NQ-CP, effective 15 April 2025. The State Bank will collaborate with various ministries to develop a decree regulating Mobile-Money services.
