The framework is intended to provide a complete and reliable audit trail for regulatory access and applies regardless of the device, application, platform or network used, including third-party devices and accounts. The guidelines cover securities market operators, virtual asset service providers and their directors, officers, employees, agents and associated persons acting in those capacities. Specified provisions also apply to domestic and overseas providers that offer or seek to offer platforms for Class III communications. The commission may impose higher standards on communication classes that present elevated market integrity risks.
