The Central Bank of Russia has extended into 2026 its support recommendations for creditors handling debt restructuring requests from small and medium-sized enterprises operating in Russian regions with the medium response level. When an entrepreneur asks to change loan terms, creditors are advised to suspend performance of the borrower’s obligations for a period agreed with the borrower and then promptly issue a new repayment schedule without charging fines or penalties. The Central Bank of Russia also recommends excluding these restructured loans from borrowers’ individual credit rating calculations and advises credit history bureaus not to downgrade the credit histories of such borrowers.
