The Central Bank of the Philippines has moved the External Debt Survey to its Electronic Survey Portal, requiring all new submissions to be filed exclusively through the portal from 2 January 2026. The change applies to the survey used to collect data on resident private sector entities' external debt that has not been reported to or registered with the central bank. Survey respondents must register to access the portal before submitting the External Debt Survey. Each respondent company must designate at least two authorized users, a Survey Author and a Survey Approver, and those roles cannot be held by the same person. The portal introduces an author-approver workflow for completing, reviewing and submitting the survey. The central bank also indicated that earlier External Debt Survey submissions made before the portal module's implementation, and related clarifications, will continue to be handled separately. The portal also includes a Foreign Borrowings Plan module, but the central bank said that module will be implemented later under a separate issuance.
