The State Bank of Vietnam’s Region 13 Branch and Dong Thap Province’s Department of Agriculture and Environment signed a coordination regulation aimed at accelerating the implementation of credit policies for agricultural and rural development in Dong Thap for 2025–2030. The regulation comprises four chapters and 11 articles and sets out four main coordination areas: exchanging and providing information, rolling out agricultural and rural credit guidelines and policies, handling feedback and access issues raised by people, businesses and cooperatives seeking to use credit programmes, and communicating policies and programmes supporting areas such as high-tech and circular agriculture. The State Bank of Vietnam’s Region 13 Branch reported that by end-November 2025 total credit in the region exceeded VND 515 trillion, with Dong Thap accounting for nearly VND 240 trillion or 46% of regional outstanding loans, and agricultural and rural credit representing over 60% of outstanding loans. It also highlighted growth in rice lending of 12.1% and in fruits and vegetables of 35.6%, cumulative loan sales equivalent to 33% of the nationwide scale under a VND 185,000 billion programme for agriculture, forestry and fisheries, VND 1,098 billion in outstanding loans to green sectors, and nearly VND 17 trillion in outstanding loans linked to key Dong Thap agricultural products. The coordination framework is intended to support joint surveys of programme implementation among enterprises, cooperatives and participating households to identify bottlenecks and develop recommendations for relevant ministries and agencies. The two sides agreed to urgently develop monthly and quarterly implementation plans for 2026 and subsequent years.
