The Egmont Group’s Centre of Financial Intelligence Unit Excellence and Leadership has requested proposals from subject matter experts to develop a foundational e-learning course on the risk-based approach and national risk assessments. The approximately 45-minute course will serve new and experienced staff across more than 180 financial intelligence units and support the practical application of anti-money laundering and counterterrorist financing concepts. The course will cover Financial Action Task Force requirements, the national risk assessment process and the role of financial intelligence units in supplying data, assessing money laundering and terrorist financing risks, coordinating stakeholders and communicating findings. It will also explain how assessment findings should shape financial intelligence unit priorities, strategic analysis, guidance and national action plans. The selected expert must develop the course structure, content, assessment questions and relevant visual or audiovisual materials under prescribed development and quality assurance procedures, with final draft materials due within 25 working days after initial feedback and approval of the content outline. Proposals are due Oct. 16, 2026.
