The Superintendency of Banks of the Dominican Republic used a keynote speech at the National Observatory for Consumer Protection’s annual conference to frame consumer protection as a core requirement as artificial intelligence and digital channels expand in financial services. Superintendent Alejandro Fernández argued that AI can support a safer and more reliable financial system, but only if risks are anticipated, rights are reinforced, and technology is used ethically and responsibly. He highlighted emerging threats including new forms of financial fraud and the risk of financial exclusion for people without digital skills or access to technology, positioning these as clear responsibilities for sector authorities and decision-makers. As examples of the Superintendency’s technology-enabled consumer initiatives, he cited the ProUsuario app, which allows users to consult credit information and access other services, the opening of digital onboarding to facilitate access through digital channels, the “Verify first, protect your data” anti-fraud and data-protection campaign, and the SIMBAD statistical portal intended to broaden access to information about the banking market.
