The Ukraine National Commission on Securities and Stock Market (NSSMC) approved amendments to its 2025 plan of rule-making activities and endorsed a package of draft regulatory and legislative changes, alongside a set of market authorisations covering securities issuance registrations and key personnel appointments at regulated entities. On rule-making, the NSSMC approved a draft decision amending its Decision No. 1056 of 4 August 2022, a draft National Bank of Ukraine (NBU) Board resolution to amend the regulation on the NBU’s depository and clearing activities and settlement of securities transactions, and draft laws addressing cloud and data centre services and digital accessibility of information and communication systems and online services. It also amended prior NSSMC decisions (No. 334 and No. 335 of 22 March 2024; No. 1098 and No. 1099 of 11 November 2021; and No. 1059 and No. 1060 of 25 September 2023) and approved an order on the implementation status of the NSSMC rule-making plan for the third quarter of 2025. On registrations, the Commission registered FASTFINANCE LLC’s series D corporate bond issue (without a public offering), registered NovaPay Credit LLC’s report on results of its publicly offered series L corporate bond issue, registered the report on results of JSC UNEX BANK’s share issue, and registered collective investment-related share and investment certificate issuances and prospectuses for several funds and asset management structures. The NSSMC also agreed appointments including a Supervisory Board member at CONCORD CAPITAL LLC, the financial monitoring responsible person at PJSC Settlement Center, and chief accountants at two asset management companies.
