The National Securities and Stock Market Commission of Ukraine, the National Bank of Ukraine and five other public institutions published their 2025 progress report on the National Financial Literacy Development Strategy through 2030. By the end of 2025, 11 of the roadmap’s 82 measures, or 13%, had been completed, while 50 measures, or 61%, were proceeding as planned, with no reported deviation from the implementation timetable. The strongest progress related to basic financial education and responsible financial behavior. A compulsory entrepreneurship and financial literacy subject was introduced for eighth-grade students in September 2025, with ninth-grade materials prepared for use from September 2026 and curricula developed for grades 10 through 12. Other work included targeted educational resources for military personnel, veterans, internally displaced people and older adults, programs for entrepreneurs, and initiatives on payment security and fraud prevention. A lack of external financing remains the main implementation risk. It could affect nine measures focused on developing interactive learning tools intended to broaden access to financial education.
