The Guernsey Financial Services Commission published a cyber sanctions notice confirming that entries on the consolidated list have been corrected and duplicate entries removed for two designated individuals, while emphasising that both remain subject to sanctions. The corrected entries relate to Aleksey Sergeyevich Morenets (OFSI Group ID 13906, Unique ID CYB0006) and Yevgeniy Mikhaylovich Serebriakov (OFSI Group ID 13907, Unique ID CYB0007), with duplicate entries removed for Morenets (OFSI Group ID 16995, Unique ID CYB0093) and Serebriakov (OFSI Group ID 17000, Unique ID CYB0073). Both are designated under the Cyber (Sanctions) (EU Exit) Regulations 2020 as given effect in the Bailiwick. The notice reminds all businesses to check for relationships with designated persons, freeze relevant funds and economic resources (including assets held or controlled directly or indirectly and proceeds such as interest or dividends), report findings to the States of Guernsey Policy & Resources Committee, and avoid making funds or economic resources available to designated persons or their owned or controlled entities except where a permitted derogation applies or a licence is in place. Firms that identify an affected relationship are also expected to inform the Commission and submit a report under Handbook Rule 12.37 covering, at a minimum, the relevant person or linked transaction or asset and the nature and value of the relationship or transaction, after meeting statutory reporting requirements.
