The notice reminds all businesses to check for relationships with designated persons, freeze relevant funds and economic resources (including assets held or controlled directly or indirectly and proceeds such as interest or dividends), report findings to the States of Guernsey Policy & Resources Committee, and avoid making funds or economic resources available to designated persons or their owned or controlled entities except where a permitted derogation applies or a licence is in place. Firms that identify an affected relationship are also expected to inform the Commission and submit a report under Handbook Rule 12.37 covering, at a minimum, the relevant person or linked transaction or asset and the nature and value of the relationship or transaction, after meeting statutory reporting requirements.
