The Egypt Financial Regulatory Authority issued the second edition of the Egyptian Real Estate Valuation Standards, comprehensively updating the framework introduced in 2015. The standards align valuation practices with the International Valuation Standards in force since 2025 while reflecting Egypt’s legal and regulatory framework. They support valuations used in mortgage finance, financial leasing, real estate investment funds and other activities involving real estate assets. The framework sets professional competence, independence, conflict disclosure and conduct requirements for valuers. It establishes market, income and cost approaches, with the method selected according to the asset, valuation purpose and required basis of value. Valuers must use transparent, factual inputs, consider environmental, social and governance factors, and document their methods, data, risk management, reviews and conclusions. Records must be retained for at least five years from the report date or two years from the latest judicial proceedings involving the asset. The standards also address ownership, leasehold and usufruct rights, rental value and properties under development, supported by practical applications and an indicative reporting template. The overhaul follows the authority’s 2025 action barring mortgage finance and financial leasing companies from using unregistered real estate valuers and requiring adherence to Egyptian standards. The decision will take effect on the day after its forthcoming publication in the Egyptian Gazette.
