The Rwanda Capital Markets Authority has issued a regulation governing the licensing of Central Securities Depository (CSD) operators and the authorisation of CSD participants, bringing CSD activities under formal supervisory requirements for securities custody, transfer and settlement. The regulation sets conditions intended to strengthen operational standards and market confidence, including a requirement that no person may undertake CSD activities without a licence granted by the Authority (Article 3). Licensed CSD operators must also establish internal controls and risk management frameworks to safeguard the integrity of securities transactions (Article 21).
