The Central Bank of Iraq launched the Samuel Campaign under the National Strategy for Financial Inclusion (2025–2029), working with banking financial institutions and electronic payment service providers to promote financial literacy and increase the use of account-based and electronic payments. The campaign provides free bank account opening for merchants and citizens, distribution and operation of point-of-sale (POS) machines, and issuance of electronic cards. More than 50 banks and 15 electronic payment companies are participating, with implementation led by the Central Bank of Iraq’s Financial Inclusion Department and the Wa"tina Organization for Electronic Payment Culture. Activities are targeted at major commercial areas in Baghdad including Al-Rashid Street, Al-Bab Al-Sharqi, Al-Shorja, Souk Al-Sarai and Al-Mutanabbi Street, and will run for one month with broad participation from banking and non-banking financial institutions.
