Uganda's Ministry of Finance reported that the Parish Development Model has reached 3,571,108 beneficiaries, supported by UGX 4.317 trillion in government capitalization of the Parish Revolving Fund. The funding has been channeled through 10,589 savings and credit cooperative organizations, each receiving at least UGX 400 million over four years. Beneficiaries may borrow up to UGX 1 million at 6% annual interest, repayable over three years with a two-year grace period. Women represent 53.88% of beneficiaries and people aged 18 to 30 account for 30.44%. The program has reached 41,423 persons with disabilities, who have been eligible for an additional UGX 500,000 grant since fiscal 2025-26. Digital systems support beneficiary registration, direct mobile loan disbursement and transaction monitoring, while leadership elections have been completed at 9,907 cooperatives. The next phase will focus on translating support across agricultural value chains into higher household incomes. Officials identified stronger beneficiary preparation, loan recovery and controls against extortion, bribery, fraud, political interference and diversion of funds as priorities, with a joint Cabinet paper proposed to address these issues alongside future capitalization and allocation.
