The Bank of France has appointed Hassiba Kaabêche as France’s National Credit Mediator, effective 24 October 2025, following a proposal by Governor François Villeroy de Galhau, who also chairs the Prudential Supervision and Resolution Authority (ACPR), and approval by Economy Minister Roland Lescure. She will also become President of the Observatory for Business Financing (OFE) while retaining her roles as Deputy Director General for Services to the Economy and the Bank of France network (DGSER) and Director of the network. Kaabêche will succeed Frédéric Visnovsky and will lead the National Credit Mediation, a free and confidential service that supports companies, particularly small and medium-sized enterprises, facing difficulties with one or more financial institutions. Created in 2008 and operated by the Bank of France, the scheme is delivered across mainland France and overseas through 105 territorial credit mediators, with a mandate to continue and strengthen support for firms in financial difficulty.
