The Central Bank of the Philippines reminded resident entities planning medium- or long-term foreign borrowing to submit plans covering the fourth quarter of 2026 and full-year 2027 by Sept. 30, 2026. The requirement applies to loans or borrowings from nonresidents, including offshore debt issuances, and onshore debt instruments payable in foreign currency. Entities must use the Medium and Long-term Foreign Borrowings Plan form prescribed under the amended Manual of Regulations on Foreign Exchange Transactions. The reporting enables the central bank to assess the economy’s foreign funding requirements and align foreign borrowing with its debt-servicing capacity.
