Speaking at the opening panel of the Jordan Fintech Festival 2026, Central Bank of Syria Governor Safwat Raslan outlined the bank’s vision for using financial technology to support stability, expand financial inclusion and provide regulated, reliable electronic financial channels. He framed fintech development as part of Syria’s banking sector reconstruction and modernization rather than as a competing policy objective. The electronic payments and transfers regime will provide a supervised environment for testing and developing new financial solutions. This approach builds on the central bank’s August 2026 licensing and supervisory framework for electronic payment services and aligns with its 2026–2030 focus on secure digital payments and financial inclusion. Raslan said Syria would develop a model suited to domestic conditions rather than replicate foreign approaches, while creating room for investment and innovation in the Syrian market.
