The Central Bank of Russia revoked the banking licence of New Moscow Bank (NMB), a Moscow-based credit institution ranked 258th by assets in the Russian banking system. The regulator cited repeated breaches of federal banking laws and Bank of Russia regulations, following supervisory measures over the past 12 months including restrictions on certain banking operations. The decision was taken under Clause 6 of Part 1 of Article 20 of the Federal Law On Banks and Banking Activities. NMB was described as not being meaningfully engaged in lending to the economy, with outstanding loans of about 10% of assets assessed as extremely low quality; instead it focused on cash management and payment services and conducted large-scale suspicious transactions over an extended period with a group of clients showing signs of being “technical” companies. The Bank of Russia also reported NMB transactions with signs of illegal activity to law enforcement agencies. DIA.RF was appointed as provisional administration to manage NMB until a receiver or liquidator is appointed, and the bank’s executive bodies were suspended. NMB participates in the deposit insurance system, and depositors are to be compensated in accordance with the applicable deposit insurance law, with repayments to be made by DIA.RF.
