The Financial Services and the Treasury Bureau reported that Secretary for Financial Services and the Treasury Christopher Hui encouraged three leading Swiss gold refiners to establish or expand operations in Hong Kong as the government builds a full chain gold trading ecosystem. During the visit, Valcambi disclosed plans to collaborate with Hong Kong steel producer Shiu Wing Steel on a local gold refining and vaulting facility. Hui also discussed regional expansion with MKS PAMP, which established its third regional headquarters in Hong Kong in 2025, and urged Argor-Heraeus to bring more advanced refining technology to the city. The government’s strategy seeks to integrate trading, clearing and settlement, storage, refining and risk management, supported by potential policy measures to attract international precious metals companies and Asia-Pacific headquarters.
