Moldova's National Commission for Financial Markets adopted a set of authorization and supervisory decisions from its 24 November 2025 board meeting, including registering the results of a Moldova-Agroindbank bond issue and upholding earlier positions by rejecting two pre-complaint requests. On the capital markets side, it recorded in the securities issuers register the results of the sixth bond issue under the Commercial Bank “MOLDOVA-AGROINDBANK” JSC offer programme for MDL 126,460,000, comprising 6,323 registered class VI bonds with a nominal value of MDL 20,000 each and a three-year term. The bonds carry a floating interest rate linked to the weighted average rate on new deposits attracted across the banking sector in domestic currency with maturities of six to 12 months, as published by the National Bank of Moldova on 23 October 2025, reset annually on the same calendar date, plus a fixed margin of 1.0% paid monthly. On supervision, the CNPF rejected a consumer’s request to annul its letter of 10 September 2025 relating to alleged breaches by “DONARIS VIENNA INSURANCE GROUP” JSC and to compel a reassessment and full payout of an insurance claim, and it rejected a pre-complaint by OCN “OK CREDIT” SRL seeking partial annulment of a 1 October 2025 decision, finding the contested decision legally sound and that the creditor’s interest calculation mechanism conflicted with mandatory rules under Law No. 202/2013 and the Civil Code.
