The Brazilian Superintendence of Private Insurance has launched Public Consultation Notice No. 7/2025 on a draft resolution of the National Council of Private Insurance that would set general rules for insurance operations carried out by insurance cooperative societies, implementing Supplementary Law No. 213 of 2025. The consultation will remain open for 30 days. The draft framework is positioned as the first regulation of insurance cooperatives’ activity, which had been foreseen since 1966 but not previously detailed in regulation, and is intended to provide legal certainty and a basis for cooperatives to be established and operate in the insurance market. SUSEP highlighted expected outcomes including broader insurance availability in less-served regions, stronger competition and product diversification, and increased consumer protection and specialised job creation.
