The National Bank of Moldova has withdrawn its draft Executive Committee decision on implementing European Union requirements for cooperation and information exchange between authorities supervising payment institutions operating under the right of establishment or freedom to provide services. The move ends the formal rulemaking process launched earlier in 2026, but does not change the planned alignment with EU standards. The withdrawal follows recommendations from the Center for Legislative Harmonization that some provisions would create administrative obligations that do not require regulation through a normative act. The central bank will instead address the provisions through an internal act designed to ensure that Moldova has the institutional capacity to apply Commission Delegated Regulation (EU) 2017/2055 directly upon accession to the EU.
