The National Bank of Ukraine has authorized additional foreign exchange transactions through hryvnia payment accounts offered by non-bank payment service providers, extending its broader easing of foreign exchange restrictions to non-bank users. From September 17, 2026, resident and non-resident individuals may use payment instruments linked to these accounts to pay for goods, work and services abroad, subject to a monthly limit equivalent to UAH 200,000. The changes also permit hryvnia accounts held with non-bank providers to receive foreign currency transfers initiated abroad after conversion in accordance with currency law, including card-system and direct account transfers. Ukrainian businesses may receive proceeds into such accounts for domestic sales paid for by individuals using eligible cards or account-to-account transfers, including payments initiated abroad from foreign accounts. Amendments to the NBU’s martial law, currency transaction and foreign exchange licensing regulations establish the permitted transactions and their processing requirements.
