The Dubai Financial Services Authority, regulator of the Dubai International Financial Centre, has appointed Alan Linning as Managing Director, Enforcement, effective 28 July 2025. He will lead the Enforcement Division and succeed Patrick Meaney, who has held the post for more than seven years. Linning brings more than three decades of experience across law, enforcement and compliance and was most recently a partner at Mayer Brown in Hong Kong. The regulator credited Meaney with strengthening the DFSA’s enforcement framework and enhancing regulatory capabilities during his tenure.
