The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan has outlined the next phase of insurance digitization under the draft Insurance Market Development Program through 2030. The plan would create a single digital customer journey from purchasing coverage through claims settlement and payment, establish common requirements for electronic documents and make electronic contracts the main format for mass-market insurance. It extends digitization already achieved for compulsory insurance, including the Europrotocol service for settling minor road accidents without calling traffic police or going to court, to areas such as voluntary insurance where online sales and digital claims handling remain less widely used. The Unified Insurance Database would evolve from a centralized data repository into secure information-exchange infrastructure, assigning unique numbers to all compulsory insurance contracts and using common standards and application programming interfaces to improve data quality and market connectivity. The regulator also plans automated tools to identify suspicious claims and unusual activity. Longer term, an open ecosystem would allow insurers, banks, intermediaries and digital platforms to interact with customer consent, while common rules for marketplaces would enable consumers to compare coverage and prices and select suitable products.
