The Central Bank of Russia has decided that individuals and companies will pay no fees when making state budget payments from their digital ruble accounts, with the relevant tariffs taking effect from 1 January 2026. Access to these fee-free budget payment transactions will initially be available only to participants in the digital ruble pilot. The Bank also noted that it has already extended the fee-free period for other business transactions in digital rubles until the end of 2026, while individuals’ payments and transfers in the digital national currency are free of charge at all times. From 1 September 2026, major banks will be required to allow all users to open digital ruble wallets, manage balances, and make budget payments in digital rubles.

Central Bank of Russia sets zero fees for state budget payments from digital ruble accounts from 1 January 2026
The Central Bank of Russia announced that individuals and companies will pay no fees for state budget payments from digital ruble accounts starting 1 January 2026, initially available to digital ruble pilot participants. The fee-free period for other business transactions in digital rubles is extended until the end of 2026, while individual payments remain free indefinitely. From 1 September 2026, major banks must enable users to open digital ruble wallets and manage transactions.
