The Guernsey Financial Services Commission published a cyber sanctions notice confirming that eight individuals have been designated under the UK Cyber (Sanctions) (EU Exit) Regulations 2020 and are subject to an asset freeze in the Bailiwick of Guernsey under the local regime implementing UK sanctions. The designated individuals are Boris Alekseyevich Antonov, Anatoliy Vladimirovich Istomin, Igor Andreyevich Bochka, Aleksey Andreyevich Umets, Pavel Vyacheslavovich Yershov, Nikolay Yuryevich Kozachek, Denis Igorevich Denisenko and Dmitriy Yuryevich Goloshubov (OFSI Group IDs 17227-17234; Unique IDs CYB0104-CYB0111). All businesses must check for accounts or other relationships with the designated individuals (or any other person or entity designated under the relevant legislation) and treat as frozen, with immediate effect, any funds, assets or economic resources they own, hold or control directly or indirectly, including jointly and including interest, dividends or other property derived from them, as well as assets of persons acting on their behalf or at their direction. Any findings must be reported immediately to the States of Guernsey Policy & Resources Committee and firms must comply with section 14 reporting obligations under the Sanctions (Bailiwick of Guernsey) Law, 2018; businesses must also not make funds or economic resources available (directly or indirectly) to designated persons or entities they own or control, except where a permitted derogation applies or a licence has been issued by the Policy & Resources Committee. Where an affected relationship is identified, firms must also inform the Commission and submit a Handbook Rule 12.37 report setting out, at minimum, the relevant customer/beneficial owner/key principal or transaction/asset linked to the sanctioned person and the nature and value of the relationship or transaction, after meeting statutory reporting requirements.
