The Pensions Regulator (TPR) has made two senior appointments to strengthen its financial services expertise as the pensions market becomes more commercial. Julian Lyne has been named interim Executive Director of Market Oversight for one year, and SV Rangan has been appointed Senior Advisor. Lyne will cover the Market Oversight role for Neil Bull, who has been away from the business for an extended period, and joins from Newton Investment Management (part of BNY Mellon), where he was Chief Commercial Officer, with prior senior roles including at F&C Investments, HSBC, JPMorgan and Fidelity. Rangan brings more than 35 years of financial services experience, including senior roles at MetLife, AIG and Citigroup, and served as a Senior Advisor at the Financial Conduct Authority from 2017 to 2024 focused on insurance, pensions, consumer investments and asset management. TPR linked the appointments to the 2023 Independent Review recommendation that it should have access to senior regulatory, enforcement and sector expertise. Lyne is due to start on 14 April 2025.
