The National Bank of Moldova published its assessment of the insurance sector for the first half of 2026, showing that all nine licensed insurers were profitable and met solvency, liquidity and asset coverage requirements. Total assets and technical reserves increased from March 31, while gross written premiums, claims and net profit rose from a year earlier. Average liquidity declined across both general and life insurance, and claims grew faster than premiums. As of June 30, total assets stood at MDL 6.35 billion and gross technical reserves at MDL 3.71 billion, up 4.1% and 4.9%, respectively, from the previous quarter. All insurers reported solvency ratios above 100% and held sufficient admissible assets to cover technical reserves and the minimum capital requirement, with a surplus of MDL 667.8 million. Gross written premiums increased 11.6% year over year to MDL 1.78 billion, while claims rose 18.3% to MDL 776.5 million. The general insurance claims ratio increased 2 percentage points to 42.6%, although the net combined operating ratio declined to 97.9%. Net profit rose 25.6% to MDL 126.2 million. General insurance accounted for 97.2% of premiums, with motor insurance representing more than 66% of the market. Separately, draft laws intended to transpose the European Union's Solvency II framework and motor liability insurance rules moved to anti-corruption and legal review following public consultation.
