The Intergovernmental Action Group against Money Laundering in West Africa has issued a notice of expression of interest to select a national individual consultant to carry out the mid-term evaluation of its 2023-2027 Strategic Plan. The review is intended to assess progress against the plan’s objectives and key performance indicators, examine the effectiveness of the implementation mechanism and identify risks, opportunities and areas requiring course correction for the remainder of the strategy period. The evaluation will be formative in nature and is expected to produce operational recommendations for GIABA’s Secretariat and governance bodies. GIABA’s current strategy is aligned with ECOWAS Vision 2050 and the Community Strategic Framework 2023-2027, and is being implemented through four priority programs covering Secretariat performance, risk understanding and compliance in national AML/CFT/FP frameworks, coordination and international cooperation, and capacity building for member state authorities and actors. The assignment will run for 30 working days over seven weeks and is expected to be completed by 31 March 2026. Applicants must have at least a master’s degree in a relevant field and a minimum of 10 years of professional experience in monitoring and evaluation, including similar assignments involving programs, strategic plans or regional projects. Selection will follow the ECOWAS qualifications-based method, with a minimum qualifying score of 70 out of 100, and applications are due by 02 February 2026.
