Latvia’s Ministry of Finance reported a common approach with the Ministry of Smart Administration and Regional Development and municipal representatives for assessing state aid in local infrastructure projects. The approach is intended to support consistent application of European Union state aid rules as municipalities implement EU-funded infrastructure and plan projects that provide public services or support economic activity. Projects should be assessed at the owner or developer, operator and final-user levels, including where a municipality develops the infrastructure. Each project must also be evaluated individually based on its purpose and whether all state aid criteria are met. Where support is provided for economic activity and meets all those criteria, the relevant state aid framework applies.
