Restructuring should be available regardless of whether borrowers qualify for statutory loan repayment holidays and should operate as a separate business support measure. Lenders should refrain from imposing late payment fees and penalties or demanding early repayment of outstanding debt. Where loan terms change, they should promptly provide borrowers with revised payment schedules, and the restructuring should not adversely affect entrepreneurs’ credit histories.
