Moldova's National Commission for Financial Markets adopted a set of decisions covering insurance, capital markets and consumer protection. The package includes a draft technical update to the standardized Green Card insurance certificate form, registration of new securities issuance results, cancellation of one issuer's previously registered securities following a corporate reorganization, and an enforcement fine against an insurer. On regulation, the authority approved and sent for review and public consultation amendments to the standardized Green Card certificate form set out in Annex No. 11 to its 2024 decision. The changes are technical and are intended to keep the document used in Moldova aligned with the standard model approved by the Council of Bureaux of the Green Card international insurance system, specifically by updating the contact details printed on the reverse side for the national bureau in Albania and the National Bureau of Motor Insurers of Moldova. On authorizations, the authority registered the third bond issuance under the fourth offer program of Commercial Bank Moldova-Agroindbank SA for MDL 172,880,000, comprising 8,644 registered class XIII bonds with a nominal value of MDL 20,000 each, a three-year term and a floating interest rate linked to the weighted average rate on newly attracted bank deposits in national currency with maturities of six to 12 months, plus a fixed 1.25% margin, paid monthly. It also registered a MDL 3,000,000 additional share issuance by Voluntary Pension Fund Management Company ARAGONN GRUP SA, taking its share capital to MDL 8,000,000, and removed the previously issued securities of foreign-capital enterprise LEMI INVEST SA from the securities issuers register after its transformation into a limited liability company. In supervision, the commission fined IM CIA TRANSELIT SA MDL 12,000 for failing to fully implement measures previously ordered by the authority to resolve a claim under travel medical insurance.
