The National Bank of Moldova has approved a regulation governing the outsourcing of functions by non-bank payment service providers, effective from 20 February 2025. The regulation was adopted by the Executive Committee of the National Bank of Moldova via Decision No. 28 of 12 February 2025 and published in the Official Monitor of the Republic of Moldova (No. 62–65, Article 130). The text indicates it was amended by Executive Committee Decision No. 229 of 2 October 2025, published in the Official Monitor (No. 523–525/132) and effective from 9 October 2025.

National Bank of Moldova issues outsourcing rules for non-bank payment service providers
