New York Gov. Kathy Hochul announced that the New York State Department of Financial Services will begin directing large frontier AI developers to register with the state in November 2026, advancing implementation of the RAISE Act enacted in 2025. From January 2027, covered companies must comply with transparency, safety and reporting standards overseen by the department’s new Office of Digital Innovation, Governance, Integrity and Trust, known as DIGIT. Developers must publish safety and transparency frameworks, report critical safety incidents to DIGIT within 72 hours and submit quarterly assessments of catastrophic risks. They must also file a disclosure statement at least every other year beginning Jan. 1, 2027, and pay assessments. DIGIT will accept suspected incident reports from the public and publish an annual report on incidents, frontier model safety and potential legislative changes. Marc Gilman has been appointed deputy director for the RAISE Act and is DIGIT’s first full-time hire. Additional staff will join existing Department of Financial Services specialists working on implementation in the coming weeks and months.
