Lithuania's Ministry of Finance announced that the Government has approved its proposal to ratify the Convention between Lithuania and Pakistan for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income. Signed on 23 September 2025 in New York, the convention is positioned as part of Lithuania’s expansion of its double taxation treaty network, which currently covers 58 countries. The ministry said the agreement would improve legal certainty for Lithuanian businesses and residents operating in Pakistan, prevent the same income from being taxed in both jurisdictions, and support efforts to combat tax avoidance, abuse and profit shifting in line with OECD and G20 instruments. Ratification requires approval by Lithuania’s Parliament and entry into force depends on ratification by both parties. Once in force, the provisions would apply from the following calendar year, from 1 January in Lithuania and from 1 July in Pakistan.
