Albania’s Ministry of Finance reported that Parliament approved a bill strengthening controls against money laundering and terrorist financing. The reforms introduce a EUR 10,000 limit on cash payments in commercial transactions, establish a framework for cryptoassets and expand the range of entities required to apply anti-money laundering rules. The bill provides for entry into force on Jan. 1, 2028. The changes strengthen the Financial Intelligence Agency’s role and authorities’ analytical, coordination and information exchange capabilities. They also reinforce supervision across the financial and nonfinancial sectors and independent professions, increase beneficial ownership transparency and tighten controls on cash crossing borders. The bill provides for alignment with four European Union acts as part of Albania’s accession commitments under Chapter 4, Free Movement of Capital. The implementation timetable gives institutions and affected entities time to adapt their systems and strengthen their capacity and cooperation mechanisms.
